confusing phrases/proverbs

What is this in Chinese? or is it just a Western saying?
Also, what does this mean?

Also in the same link are the phrases "Win your law suit and lose your money."

monto -
Quote:
A Chinese in power, it has been said, is a Confucian: out of power, he is a Taoist, and when about to die, a Buddhist.
Don't know the it in Chinese.

Confucian idea may contain many aspects, but, politically, it emphasizes on orders and orders, it tells people, especially the low-class people to obey. This is the idea all the rulers like very much.

Taoists, in common sense do not care much of the earthly world.

Also in common sense, Buddhists believe life comes one after another (cycling)

So, different idea fits different people.

Quote:
"Win your law suit and lose your money."
赢了官司输了钱

The cost for law suits usually goes very high, often higher than what you intend to protect through the law suit. So, even if you win the suit, you still get loss altogether.

There is no a fixed saying in Chinese. If you have to express it in Chinese, it is 出则儒,退则道,死则佛.

Quote:
Also, what does this mean?
It means when a Chinese is in power or being an official, he usually takes Confucianism as his guiding thoughts; when he’s out of power or suffering from political problems in officialdom, that’s Taoist; when he is about to die or facing up to the problem of death, Buddhism. For example, 苏东坡.is a representative figure of this kind.

China will get used to new RMB currency regime

www.chinanews.cn 2005-07-25 13:48:57

Chinanews, July 24 (By Li Peng) - After China's central bank announced
the formation of a new RMB currency regime, Zhao Xiao, director of the
Macro-Strategy Department of the Research Center of the State-owned
Assets Supervision and Administration Commission, said, when interviewed
by reporters, that there are risks to adjusting the RMB currency regime,
but there are also risks in not making the adjustment and that China
should accustom itself to the "era of changing RMB".
On July 21st, China's central bank suddenly announced that the RMB would
no longer solely peg the U.S. dollar and will form a better and more
flexible RMB currency regime. Zhao believed that the central bank's
adjustment was timely. At present, the macro economy is relatively good,
growth remains high, inflation low and exports are still surging and
record trade surplus and forex reserves. Therefore, China has the
initiative to make the RMB adjustment.
Zhao said to reporters that the 2% appreciation in the RMB should be
acceptable to the business world. In implementing a self-starting,
gradualist and controllable trial balloon change, the move has been
welcomed by various countries. One can say the small change has achieved
a relatively good effect. At the same time, the room for the RMB to
fluctuate has expanded, signifying that the marketization of the RMB has
made an important move. This direction is worth confirming by the recent
change.
Regarding the change in the RMB, Zhao believed that the change was normal
and was necessitated by the marketization and must not be politicized. He
predicted that the greater marketization in currency control would be an
important content of China's economic change in type. Business and
individuals should gradually adapt to the "era of fluctuating RMB", get
used to it and be prepared for changes in the currency. He said, "the RMB
can already have small fluctuations. Now that the door is open, it is
difficult to say how strong the wind will be, but there should not be too
much fluctuations in the near term."
Will the RMB adjustment bring risks? Zhao said the adjustment would
entail certain risks, but doing nothing would also be risky. According to
the average General Equilibrium Theory, pressure created by imbalances in
the forex market would spread to other markets. The small RMB adjustment
can quickly release such pressure and risk. He said that currency and
interest rate changes were both monetary tools for effectively
implementing macro control policies. Macro controls, had they used such
parameters earlier, would not need to have so many different measures and
the value of the system and the non-trade sector within the country would
not have to pay such an excessive price.

Watchdog to loosen forex restrictions

www.chinanews.cn 2005-07-22 10:20:14

(Source: China Daily)

July 22 - China's foreign exchange regulator fully supports the overseas
ambitions of local companies and plans to further loosen restrictions on
their use of foreign exchange (forex) reserves.
Among other measures, the State Administration of Foreign Exchange (SAFE)
is drafting a new forex regulation governing overseas investment by
Chinese enterprises to give them greater flexibility in using forex
funds, according to Li Dongrong, deputy administrator of SAFE.
The version that is currently in use, which was enacted in 1989, limits
companies' expanding into foreign markets.
This has played an active role in cracking down on capital flight,
promoting international co-operation and maintaining the Chinese
renminbi's exchange rate stability in recent years.
China still maintains capital controls since the renminbi is only partly
convertible on capital markets, although the authorities have said full
convertibility is among reform goals.
Chinese companies, including some leading private firms, are investing in
overseas markets in an increasingly diversified manner, with mergers and
acquisitions accounting for a growing percentage of total investment.
Forex authorities have already started to move in the direction of
liberalization.
Li also said SAFE has already significantly simplified forex source
verification requirements, and has removed profit repatriation deposits,
reducing firms' investment costs.
Since October, 2002, SAFE approved a pilot reform project in selected
parts of the country allowing companies to buy forex from banks within a
given quota for overseas investment, and retain profits from overseas
operations outside the country if they wanted to.
Among other measures to further loosen restrictions, Li said his
administration is considering broadening a reform from last year that
allowed multinational companies to fund their own overseas subsidiaries
by dropping a requirement that the companies must use their own forex
funds.

26 Confucius Institutes throughout the world

www.chinanews.cn 2005-07-21 14:00:06

Chinanews, July 20 - China National Office for Teaching Chinese as a
Foreign Language (NOTCFL) revealed recently that at present nearly 100
overseas institutions had negotiated with it about cooperation on
establishment of Confucius Institutes. By mid July, a total of 26
Confucius Institutes have been set up all around the world and a number
of institutions have signed letters of intent.
NOTCFL has an initial plan of opening 100 Confucius Institutes in the
globe by means of cooperating with foreign institutions. In November
2004, the first Confucius Institute was established in Seoul of South
Korea. In the past half year, many countries have shown their interest in
setting up Confucius Institutes. NOTCFL director Xu Lin indicated that
the number of Confucius Institutes would grow by a larger margin in the
next few months.
A Confucius Institute is more than a specialized school on Confucianism.
It is a non-profit public interest institution that aims to promote and
spread Chinese language and culture throughout the world. Adopting the
teaching mode and courses provided by their headquarters in Beijing as
major teaching resources, a Confucius Institute carries out teaching and
testing in accordance with the unified system and standard for teaching,
examination and assessment, and mainly provides Chinese language training
with specialty for learners and teaching ability training for Chinese
teachers.

On July 18th, a few children from Miao village were watching open-air
performances of songs and dances. Langde Miao Village is China's first
open-air folk custom museum, and its ancient building clusters have been
listed as a cultural relic unit for state-level protection. The village
was poverty-stricken, but now the Miao people there have resorted to
tourism as an effective way to help them raise incomes and get rich.
Since the opening-up in 1987, the village deeply hidden in the mountains
has received over 1 million tourists from home and abroad.
